When it come to hurting children, I have zero tolerance for animals who think they can do whatever they want. Starkeisha Brown and her girlfriend should be sent to prison for life, without any chance of parole or breading (i.e., the chance of having another child). But first, they need to be tortured for about five years, so they know what it feels like.
Then I would start cleaning house in the State and City agencies. To miss so many chances is criminal and the State and City need need to get their shit together to make it clear that this will not happen again.

Definitely agree that the same things (and then some), be done to them as what was done to that poor little boy for the 5 years and then give them the gas chamber or electric chair!!
